Digitale Agenda Wien

The City of Vienna is one of the most liveable cities on this planet, aims to stay in this league and wants to become even smarter. For this reason, the project “Digital Agenda Vienna” had been established with the aim to develop the structures necessary to support the increasing digitisation of the economy and society, involve citizens in decision making, improve the location for businesses, and foster efficient and pleasant dealings between the city administration, citizens, enterprises, and other stakeholders.

The task was to work out the requirements for the information and communication of the City of Vienna, taking into account different perspectives (citizens, enterprises, employees and others), and to implement the findings.

Approach

Together with our partner CSC, we have designed a process that strongly involves the citizens in the deliberations and decisions of the future course of the City of Vienna. The resulting 3-step process was based on an idealised strategy formulation process:

  1. Collection of ideas
  2. Organisation of ideas and document drafting in working groups
  3. Validation of arguments contained in the document

Phase 1 and 3 have been done online at www.digitaleagenda.wien to allow broad participation. The second phase had been elaborated in workshops which involved experts but also volunteers that participated online.

cbased took care of the customization and management of the online platform used for the crowdsourced online discussions and together with our partner CSC, we have moderated the online process. Existing social media and print channels have been used to promote the project in the city.

Result

The Digital Agenda Vienna is a best practice example of an open innovation project. 105 ideas have been developed by 867 participants that made 320 comments and 1303 votings. Matching the citizen ideas with expert knowledge substantially enlarged the “action space” and led to proposals that would have been neither developed by citizens or experts working in isolation.

Danube Region Strategy

The purpose of the EUSDR is to reinvigorate the Danube region. The community collaborated with a research team. In addition to cbased, ZEW, IAW and WIIW were involved in this project.

Approach

In order to define new measures for the reinvigoration of the Danube region cbased lead discussions, moderated focus groups and managed online processes. After the focus groups had established first conclusions these have been made available to a wider audience for validation.

Results

As a result cbased formulated concrete recommendations to meet the objective of the reinvigoration of the Danube region.

Policy Support Facility: Specific Support to Tunisia

Task

The goal of the PSF Specific Support to Tunisia – implemented by a team of independent European R&I policy experts – is to provide external advice and operational recommendations to the Tunisian authorities on possible reforms to undertake in the context of the ongoing restructuring of the national R&I system. The experts will focus on the following areas: (i) Policy mechanisms to promote private participation in R&D and strengthen public-private cooperation in research, and (ii) development of a methodology for defining research priorities – combining bottom-up consultation processes with top-down defined priorities – and of a smart specialisation policy focused on the most relevant areas.

Open Data Action Plan

The Open Data Action Plan is the German Federal Government’s National Action Plan to implement the G8 Open Data Charter. The objective was to gather ideas for the use of open data in the possession of the federal administration and to develop a strategy for the exploitation of said data by way of conducting two online phases and five workshops.

Approach

Together with our partner CSC, we carried out the process design, programmed and managed the platform, and managed and moderated the online process.

Result

During the span of the seven-month project, in addition to administrators, civil society, academics and business experts, we succeeded in reaching stakeholders who had not previously been exposed to the topic and could provide valuable input.

Telekom and mobilkom Merger

After the two companies have merged a new corporate strategy had to be devised. The aim was to involve all employees for this important task.

Approach

With the support of our partner Pleon Publico, we created a discussion platform and managed and moderated the online processes. We supplied and maintained a Q&A system to control all communication among staff, the board of directors and the cbased platform. The system was designed to prioritize urgent issues and ensure that the leadership took notice of and dealt with them accordingly.

Results

Due to the controlled and optimized communication between all parties, the company’s new strategic direction was determined collaboratively with the entire staff in a very short period of time.
